Infantry just need to be in cover. Some units state that this model is so big it needs to be in cover and be 50% obscured to get a cover benefit. SO...the gorkanaut sitting in the crater with the devastator squad aimed directly at him would still not get any bonus to cover unless he was 50% obscured from their line of sight.

I think they are making this argument from the Battlefield Terrain section of the rulebook on page 248. In which case infantry in ruins are fine but those in woods need both. Vehicles, monsters etc. need to be 50% obscured to get cover however

But if you can barelly see a vehicle behind a cliff. Will it get cover?

There is no general cover save for being obscured anymore, other than when you're fully within terrain. If you're visible behind a hill you're visible.

Its case by case

you need to work it out with your opponent.

If these cliffs are big enough and you and your opponent agrees that you can gain cover from it by being 50% covered than you can do so.
