I'm leaning towards list B; both have 7 big threats, but B has a super-heavy. Although, 12 CP is no joke. That's a lot of re-rolls. Both lists are aggressive, both have Keels and Vespid as forward units than screen for the Fusion commanders and keep them alive and slagging tanks/monsters.

I'm not sure which is better but B is less micromanagement from the looks of things, maybe a faster game that way. Probably depends on if you're opponent is armed for anti heavy or infantry.

Couple of things I've spotted:

Longstrike is a HQ, not heavy support. List 1 therefore isn't legal.

Stormsurges don't require target locks. They already don't suffer penalties to hit for moving and firing heavy weapons. Give it an early warning override instead.

If you're fielding a stormsurge I think it might be a plan to give one of your commanders missile pods instead of fusion. Stand him beside the stormsurge and call Kauyon on turn 1, before nailing it down. You could potentially give the guy a drone controller instead of one of his missile pods and have the marker drones hang out near him.

Overall I like the second list better. I think that (somewhat strangely) Tau heavy support options are pretty weak, which makes the brigade hard to justify. My approach is to take multiple other detachments instead, which you can easily do given the number of commanders you want to take.

I'd probably drop the stormsurge in exchange for more commanders and ghostkeels, and perhaps more troops to make a second brigade.
