so a leman russ says that it is 132 but says does not include wargear.
does this mean a stock battlecannon/heavy bolter russ is 132 or is it 132 plus 22 for the battle cannon and 8 for the heavy bolter for a total of 162?

you have to add the wargear cost for any model. So 132 naked.

Bad news is you have to pay for everything on the model even if it's listed as their starting wargear (even grenades for infantry)

Good news is, a lot of it costs 0 to account for this. Like Grenades. However you do have to pay for stuff like battle cannons and heavy bolters.

Thing is, this also makes it so that sometimes if you take certain options, it actually lowers the overall cost of the model (for example, Hive Tyrants start with 2 pairs of Scything talons which would normally be 41 points or so on top of his normal base cost. If you take the Rending Claws, which are free, his overall cost becomes cheaper than his "basic" cost).

it may be just me but it feels like it makes using points over power levels just that extra little bit annoying...
maybe ill get used to it

Certainly a new mechanic to get used to.

The new layout makes list building a bit more time consuming. Hopefully it will make gameplay quicker though. We will find out in 9 days.

Yeah. Took me a while to realise that Commissars were 31pts, as their bolt pistol isn't included.

I've been tripped up many a time by the same situation while writing my first few lists of the new edition...
