I've been looking at joining the bandwagon of new edition = new army. Been recently looking up Fallen info and just got done painting Cypher. I was just wondering if they themselves can be played as a whole army or are just taken as extras in the Chaos Index. Would you replace the <Legionnaire> and <Chapter> key words with fallen to make them valid?

As I understand it you should be able to run an entirely fallen list, but I don't think the keywords line up; what force org slot do they take up?

Elite I believe. They have both chaos and imperium keywords but aren't in the imperium index to my knowledge so I wasn't sure what to run them with

You can run them in a detachment with other imperial models if you choose to. They can't ride in allied transports to my knowledge, but are a pretty versatile unit. You can always theme the rest of your force to represent fallen even if they interact differently and can't buff each other in actuality.

See I wasn't sure how the transport thing worked because for example Huron Blackheart instead has the red corsairs keyword and not the Legionaire. I would think if you switched the key word from Legionaire to red corsairs he could ride in it as they are the same army. The idea would apply to the fallen key word. I'm basically looking for a way to get them and Cypher up the field quickly in a transport without buying chosen and running them as fallen or something similar on the loyalist side.

All transports have the [chapter/legion/craftworld etc] keywords so unless GW or Forgeworld releases rules for a transport that is only [chaos/imperium] Fallen will never be able to take transports. I don't think they're meant to work that way, I think you're supposed to be taking them as a squad or two to sit back and form a gunline. Their stand still and reroll 1's to shoot would suggest they're a gunline unit.
Building an all Fallen list will be tough. You have a single HQ option that can't be repeated. So your're limited to 1 detachment, which will have to be the elite one. That's only giving you 1 extra command point, which will put you at a disadvantage.
What you can do though is take them alongside either chaos or imperium units to fill out a list. However I don't think you can use the keywords [chapter/legion/regiment etc] if you do this, you have to use faction [chaos] or [imperium], so your HQ''s won't be buffing your units except for Cypher buffing Fallen units. Even calling space marines [Fallen] chapter won't work because they're [chapter: Fallen], not simply [Fallen].
However once you accpet that your HQ's can't buff your units you can take anything from chaos or imperium (but only one of them per detachment) and mix it up. You could take space marine vehicles and specialist squads and mix them with guardsmen or scion units if you like. Or you could take a DA detachment that gets DA abilities and paint them to match your Fallen, just call them Fallen (though they'll use [chapter Dark Angels on paper].

I see. So it sounds like I would be better off just running dark angels as fallen and just adding Cypher in to make it fluffy? Are there any restrictions with him worrying with dark angels in 8th because I know he couldn't be taken by them in previous editions.
