I like the fluff of the TS and the WE, but both of them are so radically one-sided, with the TS being psykers and the WE being against anything psychic. Which legion is a good medium between the two?

Of course I don't have an unbiased opinion, but I would have to say Blood Angels. They had a rivalry with the World Eaters during the Great Crusade as to who were the better shock troopers, but they also have potent psykers and Sanguinius was one of Magnus' strongest supporters during the Council of Nikaea. It helps that one of the strongest themes of the Blood Angels is duality, they mirror themselves in many different ways.

Gotta second blood angels on this one, best of both worlds.
As a side note the blood ravens (famous protaganists of the DoW games) are rumours to be successors to loyalist thousand Sons, can be worth looking into.
The Space wolves are pretty angry with a bunch of psykers.
The Black legion (luna wolfs/Sons of Horus) where also into swift decisive strikes and are lead by one of the angriest dudes in the galaxy. They could fit the bill nicely methinks.
Edit: if you want blood angels chaos marines then an easy fix is a blood angels successor chapter that's gone traitor.

Get both armies. That's what I have done and I love saying to myself that I'm gonna get some skulls for the skull throne or slap Magnus on the board and have fun. They are very different and I enjoy their fluff and playsyle equally. Go for both man, get a maelstrom of gore, a favoured of chaos and Magnus, 20 rubrics, scarab occult termies and a terminator sorceror.
Both are a lot of fun however if you do want something inbetween get black legion

Agreed. I was expanding my Word Bearers, and after reading Betrayer by ADB, decided to get 20 mkiii World Eaters with matching Rhinos. Two legions working in tandum is a beautiful sight

Grey Knights, they're about as uppity as they come.
Mostly Terminators with Psychic Powers, they also pack the baby-dangl...I mean Dread Knights and a decent spread of powers.
I have been told they do suck in 8th though.
Not exactly first founding but they aren't a successor chapter either.

I kinda want to give a shoutout to Word Bearers.
1. They got the red armor going on.
2. They're zealous crusaders which kinda helps with the World Eaters part.
3. They've got decent Sorcerers for summoning and junk.
