Can I use command points to reroll dice prior to turn 1 (e.g., to seize the initiative, to roll off to roll for mission type, to roll for deployment zones, etc.)?
Under Command Points: You can spend Command Points to use a Stratagem before or during a battle...
The Command Re-Roll stratagem allows you to re-roll any single die. Even if you were to claim that seizing the initiative is before the battle, you have explicit permission to use the stratagem before it. Hell, if we were to play a game tomorrow I could use a stratagem right now!
