So the Mastodon is around 900pts with weapons, and it cannot transport primaris marines.
I'm building a primaris only red scorpions army and a 30/40k space wolves force, I was really excited about making it the main vehicle for my scorpions but that option is out of the table now. Could it fit a viable role in a 40k space wolves force (I assume it would be a waste in a primaris only red scorpions army as it could only transport Dreadnoughts then) or should I just sell it on and buy something else?
Since I'm a very slow painter, I also wanted to check if I can field the Mastodon in any normal game despite being so expensive? I'm used to the FW 25% restriction but that doesn't exist in 8th, right?

I really wouldn't sell it on, because you'd only end up with a small fraction of what you paid for it. It could fit in a Space Wolves force very well, arguably better than any other Marine army. There's no restrictions in taking it, as you can just use a Super Heavy Auxillary detachment and still be Battle Forged. Have a full squad of Blood Claws and say, Murderfang in the Mastodon and I bet that would do quite well on the tabletop.

I assume I'm missing something here. Rules on Forgeworld page say it can transport 40 models or 4 dreadnaughts, but it also has hull points. Are these rules pre-8 and has this been superceded somewhere? If not, a primaris marine is a model, isn't it?

If you spent that much money on it, I'd let you put Primaris guys in it if I was playing you (just count them as two per normal marine). If they put 15 Primaris into a 30-man Thunderhawk, it seems reasonable to me.

Yeah. Using the terminators bulky room seems a fair compromise to carry a Primus marine.
They share 2 wounds far as I know.
They stand about the same height probably.
Giving them same status makes sense as unofficial rules for friendly gaming.

Thanks for the input guys. I'm just a real terribly slow painter so it would be ideal to find a way to include it in my Base 2000 list until I can paint enough to field a 2000 points army without it.

I only have the chaos dataslate for the Mastadon so I don't know if the loyalist one is different or not, but if the slate does not specifically say that Primaris can't be taken then it means they can be taken. Every vehicle in GW's index specifically says Primaris can't use it. If this is missing from the Mastadon sheet then it's very much legal.
As mentioned above, you could make a friendly unofficial rule to have them count as two regular marines for transport (and I would do that so you don't get a reputation as one of those players but legally speaking you'd be able to take 40 Primaris in it until it got patched with an FAQ.
TBH it's not the only discrepancy and oversight from the FW indexes. Chaos has a couple of issues too.
