Let's say I have my Primarus only army be Blood Angels. Do they have Black Rage/Red Thirst, or are there Primarus specific "chapter" rules? Lore wise, doesn't this conflict with the fact that Cawl might have removed the genetic defects so Primarus marines should not have this, even if they are sent to reinforce Blood Angels?

well right now the ONLY blood angels specific rule is black rage on the death company units so... "not really relevant" that might change come the blood angels codex mind you.

Currently, no since the unit doesn't have the rules. It can make sense as well since the process was meant to purify the gene-seed.
All of these may change when the codexes are released though.

I may just wait to paint my Primaris ans choose a chapter until later then!

Right now there really aren't any 'Chapter wide rules' however that will most likely change when the Codexes come out. However right now, if you run your Primaris Marines as Blood Angels then they would receive any BA bonuses from any BA Characters as they would 'count as' Blood Angels.
