I haven't been able to find anything saying when you are/are not allowed to measure - I've been told that you can measure anytime now; can anyone confirm one way or the other when you're allowed to measure?

Is it any time, or only when you're actually moving/shooting/charging?

It is on the very first page of the Core rules under 'Tools of War'.
"You can measure distances whenever you wish". Got to read everything; it's only eight pages after all.

And from what point of the model? Cause technically you can shoot from a tread of a tank that's 99% obscured and the opponent won't get cover.

To my knowledge that's actually one thing that hasn't been clarified, so hopefully we'll hear something official on it soon.

To be that guy again, you really should, like, read the Tools of War section, where it says among other things, for models that have bases, it is closest point of base to base. And to vehicle hulls if there is no base....
