What else do you think they need?

If they add Mortarion and Terminators it seems like they'll be even in units to Thousand Suns. Do they need anything else to feel like a complete force unto themselves, a vehicle or heavy weapon squad?

Its a case of they feel unfinished because, we know there is more coming soon.

But we didn't get the rules for them, So while most armies got their full rules, Death Guard players are wanting to wait till they have their full rules before making any new purchase or work out a definite list for themselves

Same with Primaris except if you don't mind shoving a bunch of midget wearing power armour in your list.

well we have a general idea on how the primaris release will be, given that we can proably expect another 2 infantry kits and 2 vehicle kits for death guard

Of course they're unfinished, just like the Primaris. The rules in the Indices are just there to get you playing with the starter set - Death Guard are probably going to get their own Codex with a bunch of new stuff in a bit, just like how we know there's a lot of Primaris stuff coming but as yet unreleased.
