OK either I'm an idiot, or I'm overthinking this (in which case I'm an idiot for overthinking).
Example.
Guardian Defenders have a Power rating of 4. This unit contains 10 models.

"It can include up to 10 additional Guardians (Power Rating +4)."

Does this mean:
a) 11+ models is Power Rating 8, or
b) 19 or less models is Power Rating 4; 20 models is Power Rating 8?

The '+' sign is the big hint. They're additions to the base power level of the unit.

A is correct.

The first 10 cost you 4. The next 1 - 10 cost you another 4.

So 10 Guardians = PR 4
11 Guardians or more = PR 8

it is definitely option a. I honestly don't see any way this is remotely ambiguous. If you choose to add any number of guardians to the unit (up to 10 extras) the squad is power rating 8.
