Or is there no rule that imposes a -1 ToHit against Flyers in the rules?
If someone could let me know where the bugger is if it does exist it'd be appreciated. Looked through the rules over and over again and can't find it.

It will be on the unit data sheet, if they have it. Hard to Hit on the Dakkajet, for example.

There is no general -1 to hit for Flyers. Most of the very fast flyers from previous editions do have a rule that gives -1 to hit though.

An additional point that some people miss:
Many of the old skyfire weapons got a "+1 to hit fliers, -1 to hit others" rule. This does not stop you taking your -1 hard to hit modifier, so it just puts it back to normal. I know some people who have thought that you ignore the -1 and also get a +1.

you CAN attack a flyer but most have the airborne rule which means you cant
unless you have the Fly rule!
stormboyz flying above the battlefield punching storm ravens... oh yes

A flyer that is using "Airborne" or a similar rule has:
"This model cannot charge, can only be changed by using that can FLY, and can only attack or be attached in the Fight phase by units that can FLY."
So no, if you can't hit it, it can't hit you - barring any special rules listed in that unit's datasheet.

and airborne is specifically listed in the units datasheet correct? so If a helldrake doesn't have "airborne" in its data sheet it CAN assault ground units?

GW has pretty much doubled-down on making self-contained rules for the unit in each data sheet.
It literally allows them to make special rules as they go.
As long as they keep some kind of list and keep it consistent, it could work well.
It also makes it REALLY easy to do a unit by unit escalation the like of which we have never seen.
I kept saying that the rules should allow us to be able to reenact events we have read and create some vivid battles.
The imagery of Stormboyz jumping on and dismantling a flyer alone is making me a happy guy.
Funny how a few simple rules tweaks and entire units have new utility.
I will have to read how jump troops can fly and still be allowed to attack non-flyers.
Gosh-darn I feel slow getting through all those books but I have a fair number of armies with many units so I am trying to decide what to start playing with.
I may have to decide by rolling off....

Yes, it can. And ground troops can attack it too.
Flyer is now a battlefield role, not a unit type.
The fly keyword is shared by many different types of units (jump, jet pack, jetbikes, skimmers etc.), and therefore has nothing to do with 7th ed flyers.
The closest thing to 7th ed flyers are models with the airborn (or similar) rule, which confers the -1 to hit, and often (always?) comes with movement restrictions.

Hover (see Valkyrie) is a special rule that allows you to turn off the Hard to Hit, Minimum Move/90 degree turn, and the Cant Charge stipulation.

IIRC, the old Strafing Run became a +1 to hit against non-Fly units
|

remember some units have the ability to FLY only in the movement phase.
NOT sure, but even if that would apply to Pile In and Consolidation it would not apply to the Fight phase.
So carefully read what the unit can and cannot do with FLY.
