After a brief look at Index 1, I am rather confused with how it works;

For example under Devastators it says I can take items form the Heavy Weapons list, but I can't find this list anywhere in the book, only the long list of all ranged weapons at the back, am I missing something?

The heavy weapons list is at the front of the Index on Page 11.

In Index: Xenos 1 the front sheet for each army has a short list off in a special box that says something like "Heavy Weapon List". It should be at the introduction to the army's datasheets.
