Ok so I'm trying to make my first list and am very confused. The data sheet for units states what weapons they have but then states what weapons they can be swapped for. The list of points costs says what the unit costs without war gear. So, the points cost indicated doesn't include the weapons that the data slate indicates the unit comes with?

Points only matter for Matched Play. With the other two kinds of play, you ignore points and just use Power Rating.

The equipment on the datasheet is for the purpose of using power levels, I think
When using points you take the base points cost of the model (basically paying for base stats + rules.), and then give it whatever equipment you want to give it, ignoring base equipment points costs if you are upgrading it.
Its actually pretty easy to use once you get the hang of it.

Because you can't take 'naked' models, so you're given a default loadout that they must be equipped with if no options are chosen.

The default wargear is not optional. If the datasheet says the default model comes with certain wargear, you have to take it. This is factored into the cost of the base model (i.e. the base cost of the model is/can be slightly lower than expected because of the default wargear). This is why several options are 0 points, in addition to being sidegrades.
