Not sure if this is the appropriate place because this is less of a rules argument and more of a "have we been reading this wrong the entire time" situation, but...

For the longest time our group has played under the impression that a 1 is always a 1, regardless of modifiers; but we can't find the rule anywhere in the book now.

Were we making this up? Does Magnus with Prescience never fail an attack roll? Does plasma never get hot if you have a +1 to attacks from something?

A natural 1 always fails I think. However the modifier can stop plasma from getting hot. You will still miss the shot though even if you hit on 2s normally.

On the opposite side modifiers can cause a plasma to overheat as well.

Example you move a marine with a plasma cannon, over charge and shoot at a land raider that popped smoke. You are -2 to hit. So anything less than a 4+ the marine with the plasma cannon turns to jelly.
