So, Characters need the horde in front of them thinned before they can be targeted in the shooting phase. However, they can be charged as normal in the assault phase, so long as you have a 3" gap to run through.

What unit(s) do you think could do the job right 9 times out of 10? Tough Character, wimpy Character, Guilliman, Abbadon, Farseer, Swarmlord, I don't care who you plan to eliminate. But what unit would you use, and what would you consider important to remember when planning the attack? Or would you ignore the possibility entirely and fight the hard way to the enemy? You're thoughts?

My thoughts are: Warp Talons. 10 Models with 2 LCs each. 21 attacks, AP -2, rerolling to wounds, and each model has a 5+ Invulnerable save. They have no ranged option, but if you use the Command Reroll on the charge, then you might just make it. Also: no Overwatch against them on the turn they arrive from reserve.
