Subject: Models that have a Unique Set of Weapons: Do i HAVE to buy the Weapons?

Simply put, say i have a Kytan Ravager, it can be armed with a Great Cleaver of Khorne and a Kytan Gatling Cannon. (And nothing else)
The Cleaver is 0 Points, and the Gatling Cannon is 184 Points
Could i arm the Kytan with JUST the Cleaver?
Or am i forced to buy the Gatling Cannon?
If i am Forced, why the hell do i have to work out the points for the Model, and then the Weapons? When it could just be 1 joint cost?

Because other models might want to take the same wargear and the base model is a different cost.
Better to have ALL models be base+wargear instead of some being base+wargear and others being base

I came to a realization about this the other day.There is a rule for bringing undersized units.
The rule says if the unit size is 3-6 models and you have 2 you can bring 2 at the cost of 3. ... 3 MODELS. Not the wargear included.
Basically it's a very round about way to reduce the cost of a undersized unit by the base cost of the model before wargear options instead of paying for weapons that don't exist on a model you don't have.
Is it dumb? Kinda... yeah. But I can see what they were trying to do.

I think this is incorrect.
The rule says

A minimum sized unit would still pay for their wargear. Automatically Appended Next Post: Furthermore, in the Indexes it states:
In matched play games, you only pay the points for the models you actually have in an under-strength unit (and any weapons they are equipped with). An under-strength unit still takes up the appropriate slot in a Detachment.
