The command re-roll stratagem states "You can re-roll any single dice." Does this technically allow you to reroll dice when rolling off via "The Most Important Rule"? Furthermore, what's to stop me disagreeing with my opponent about what toughness value my models are, causing a roll off and the rerolling to try and win?

What stops you is probably your opponent deciding he/she'd rather play someone else.

I mean if I was at a table and my opponent insisted all his models were Toughness 20 and refused to budge. And then suggested that we just use "The Most Important Rule." I would be packing up and finding another opponent.

Sure then my opponent is free to claim victory in a game of toy soldiers, and of course claim the all the cash and prizes that come along with it. I really hope that makes their day.

I guess one could try to do this at a tournament. But no sane TO would allow it. An individual behaving this way would quickly run out of people to play with. 40k sure gets old when you're rolling dice against yourself.

Whats to stop anyone from being a troll? Mostly the community you play with. You can argue the Toughness all you want, but its clearly on the paper. In friendly games, you would simply lose a match. In a tournament play you would have the TO come over and tell you to stop being a troll at best, or penalize you at worst.

why are you the one rolling the die and not your opponent? He is also is in a disagreement. He has an equal claim to make the die roll for the most important rule. So how do you determine which player makes the roll?

Also if you allow people to disagree with objectively clear facts then the game instantly revolves in to a stalemate with no one winning

Clearly you roll for it. And each of you can reroll your die in that roll off using a command point.
