Can a flyer that is not hovering have units disembark/embark? When does this happen before or after movement?

RaW It looks like they still didn't fix the fact that because flyers don't have bases you can't physically disembark/embark outside of raised terrain. Unless you're counting the bit the flying clear stick is mounted on as the base and measure all ranged to and from it.

Ignoring that quirk, there doesn't seem to be any reason why you couldn't. You have disembark the unit before the flyer moves anyway so the supersonic rule doesn't affect this. You can embark just fine after the transport moves so again the supersonic rule doesn't seem to affect this.

Flyers in general don't have any rules saying you do not measure from their base (so you do).

And yes, you can embark/disembark just fine onto flyers.

Its not a qwerk the rules specifically say if you have a base you measure distances from it.
