Commissar - all AM units within 6" can use the Commissar's Leadership instead of their own

Standard - all <Regiment> units within 6" can add +1 to their Leadership


Questions/rationale:

Does this stack to Ld 9?
- Unit uses the Commissar's Ld then adds +1

Do they not stack
- Commissar doesn't have <Regiment> so cannot benefit from Standard
- Unit could add +1 to their Ld (so 7 if no Sgt, 8 with Sgt), but using Commissar's Ld "instead of their own" alongside Commissar's lack of keyword means Ld 9 isn't possible.

Just trying to figure out how to bolster part of my force. If they stack it's immense. If not, a lot of points to not do what I want it to, and I'd be best with one or the other.

Your second option is correct. They do not stack because the Commissar does not benefit from the Standard. Both units are Ld 8.

Strictly speaking, they don't stack. The standard adds +1 to the unit's Leadership, but they don't use their Leadership if they're using the Commissar's Leadership. Is this intentional , only GW can answer that.

Cheers guys, that's what I thought. A quirk of splitting Commisars off into correct Imperial org chart vs being true Codex Buddies.

I'm liable to go with Commissars then. Character so not directly targettable, gives Ld 8 AND max one loss to Morale tests PLUS Psyker perils execution for any brainboys nearby. They're still not wonderful but means I don't have to bother converting a stand up as I have three Commisars!

Of course it's intentional, because for once the rules are clear.

Even "fluffwise", a commissar will give literally zero gaks about some dirty banner of a regiment they don't have any connection too, outside maybe Ciaphas Cain.
