Building an AM list with a 'last stand' theme. Thought it would be fun if the conscripts were a mix of soldiers, prisoners and civilians. I have soldiers and found a source for prisoners, but haven't been able to find anything for imperial citizens. I'd love to have a couple factory workers or hivers to add, but haven't found anything yet.

Any ideas on where I could find parts like that?

Chaos Cultists work for Barter Town esque civis. I also recommend Cadian troops and Space Marine Scout parts if you want something more rag-tag conscripts with basic gear. Look into some fantasy miniature lines, aswell. Keep in mind that 40K is heavy distopian so you're more likely to find poor civilians wearing rags than middle class citizens with hitops and jerseys.

As teknoscan says start with plastic Chaos Cultists for civilians/factory workers. Genestealer Cultists are actually civilians in mining clothing and so are another good source. Orlock gangers in plastic (cheap) and metal (not so cheap) from Necromunda also work. Other Necromunda figs that can work well are Van Saar and Cawdor.

Have a browse though the INQ28 painting and modelling section for in a forum called "The Ammobunker"

and otherwise search for inq28 inquisimunda blanchetsu

I've done something similar to you.

Some useful kits:
Empire archers - nice models and leg poses

empire flagellants - lots of bits and useful arm poses for improvised melee weapons ragged clothing .

empire crossbowmen / hangunners - with some skill with a blade the crossbows can be replaced with FW DKoK lasguns.

The FW renegade arms are good for adding variety and some improvised weapons.

If you are not limited by wanting to use only GWs parts try Victoria miniatures for extra parts.
