FAQ says: Shooting attacks outside of the shooting phase ignore the restrictions on shooting characters.

Acts of Faith: Happens outside the shooting phase (in movement) but says it may shoot "as if it were the shooting phase."

Does that last rider prevent targeting characters with units in the way, or just quantify that they are allowed to pick a target and shoot if it's in range? (ie not limited to any wonky targeting rules like those on overwatch or something.)

where is that answer, I can't seem to find it in the faq. Besides that, the act of faith states as if it were the shooting phase. So you follow all the normal restrictions, including the not being able to shoot at character unless its the nearest visible model

Yeah, I don't see that in the FAQ anywhere either? I see where it says psychic Attacks aren't shooting and so aren't restricted by shooting rules, and I also see where it says overwatch against a charging character overrides normal target selection entirely, but I don't think that those two things add up to what the OP says?

Q. When can I target an enemy Character that has a
Wounds characteristic of less than 10?

A. Such a Character can only be targeted in the
Shooting phase if it is the nearest visible model to
the firing model. You can target enemy Characters
without restriction in the Psychic phase*, Charge
phase, Fight phase, etc. You may also make shooting
attacks at enemy Characters which occur outside the
Shooting phase (i.e. when resolving Overwatch in the
Charge phase).
*Note, however, that some psychic powers, such as Smite, do
not target units but instead affect the nearest enemy unit.

You realise that is the same FAQ Linked to previously right? The other poster linked to the document instead of the landing page. It's the exact same document, at the exact same url.

The link on that page is identical to the one Thunderfrog gave, and I don't see any difference in wording between the FAQ and what he quoted. Are you clicking the right thing -- "Stepping into a New Edition"?

Anyway, Overwatch "is resolved like a normal shooting attack (albeit one resolved in the enemy's Charge phase) and uses all the normal rules...". Acts of Faith allow a unit to "shoot as if it were the Shooting phase". So there's a difference in wording here, although it's not clear to me that it's a meaningful one. The wording on Acts seems to basically be trying to communicate that, even though the shooting is occurring outside of the Shooting phase, you use all the normal rules for shooting, or, vice versa, the Overwatch rules seem to be trying to communicate that the unit shoots as if it were making normal attacks in the Shooting phase (except that you need 6s).

Of course it is hard to believe that the FAQ intends to allow Soulbursts and Acts to be used this way. However, it is certainly strange that this is written to apply more broadly than just Overwatch -- if they meant just Overwatch why did they write something more general and then give Overwatch as only an example? What sorts of things could it be talking about besides Overwatch and Soulbursts/Acts?

My first thought was Company Ancients, but they also provide an ability to "shoot... as if it were the Shooting phase." So right now I can't see why they didn't just give us a narrow ruling about Overwatch unless they meant this to apply to any similar sort of ability to make attacks using the normal shooting rules outside of the actual Shooting phase.

the way I see it, act of faith states as if its the shooting phase, so that means to me that all rules from the shooting phase apply, including the rules for targeting characters
