So in Index Imperium I it's explicitly stated that named Blood Angels are Blood Angels and the named Dark Angels are Dark Angels, and their successors might get the Chapter's psychic powers and special units, but Azrael & Dante don't have "equivalent" cousins.

I'm vaguely aware that the opposite was the case in previous Codices, but I've been away from loyalists for a while.

Now, there seems to be no such footnote for Ultramarines, who have a load of unique characters and a mass of successor chapters. I'm doing Novamarines with Guilliman present - I guess common sense extension of the above rules says they don't get to take Sergeant Telion or benefit from Granddad Smurf's aura?

Just choose the <Ultramarines> keyword. No-one can deny you based on painjob.
