Basic idea is the Crypteks babysit the 2x15 man warriors giving them 5+ inv whilst the 10 man units advance out of LOS behind the Monoliths or arrive via their portals as needed.
Scarabs are there for bubblewrap / obj grabbing.
CCB teams up with the Wraiths for some hth ability.

Any ideas?

I like it. Maybe switch the wraiths out for more scarabs to fill out your 3 fast attack better? Only thing I can think of, unless you feel like dropping a monolith your points are pretty tight. If you drop a monilith, you could get more scarabs/wraiths/warriors in the list.

Im wary of dropping the Wraiths only because it leaves the army very hth light. Granted 5 wraiths and a CCB isnt exactly a deathstar but it gives a bit of punch. Without them its a bit of a one dimensional shooty list.

Agreed. Only other option to fill out squads is a Monolith.

Cryptecs / warriors are a good combo... I'd almost want to max out your squad sizes... if your opponent is able to wipe out a squad there's no reanimation protocol for them. I feel like not using maximum sized squads isn't in your interest. However, other than that it seems like a pretty fun list to play. I also don't play necrons... just a thought.

Definitely max the warrior blob sizes, its almost mandatory in 8th. Secondly, I would personally replace the wraiths with flayed ones and drop them via the monolith.

Somewhere over the rainbow, way up high

I'd drop a monolith, use the savings to max out your warriors.Drop 1 cryptek to get Szeras, his aura is better, and +1 to RP is nice.

Then max out your scarabs to start. Then, you will probably be able to get another wraith in there too, despite their damage output being pretty low.

Bedouin Dynasty: 10000 pts
The Silver Lances: 4000 pts
The Custodes Winter Watch 4000 pts
