Can a unit like a Basilisk, which can fire at enemies that aren't visible, target a character if it can't see any other units?

If the character is the closest visible target to the basilisk I cannot see why not.

I'm asking about non-visible targets. Characters can be targeted if they are the closest "visible" target. My question is if nothing is visible, can I then pick and choose?

If not visible, no. FAQ, first entry under Unit and Weapon Abilities.

No, because you can only choose to target the character if it is the closest visible unit. if its not visible it cannot be the closest visible.

So wait, if I have a group of hive guard that want to shoot at a character that is hiding out of LOS behind a rock, but is the closest model. I still cant shoot him because he has to be visible?

Correct. From 'Characters' (pg. 179 of the 8th edition rulebook):

A CHARACTER can only be chosen as a target in the Shooting phase if they are the closest visible enemy unit to the model that is shooting.

'It is a source of constant consternation that my opponents
cannot correlate their innate inferiority with their inevitable
defeat. It would seem that stupidity is as eternal as war.'

Except all the shooting rules require a unit to be visible. Weapons that can shoot at non visible units are not covered in the basic rules.
