I should preface by saying I've never actually played any games of 8th, and only a couple of games of 7th, but I've watched a fair bit of BatReps to get a handle on how the game works and just wanna jump straight into the hobby. I'm sure there will be things I've underestimated, overestimated, etc. Without further ado, here's the list from battlescribe:
++ Battalion Detachment +3CP (Chaos - Chaos Space Marines) [72 PL, 1415pts] ++
+ No Force Org Slot +
Legion: World Eaters
+ HQ +
Chaos Lord with Jump Pack [6 PL, 128pts]: Combi-plasma, Khorne, Power fist
Dark Apostle [5 PL, 83pts]: Khorne, Plasma pistol, Power maul
+ Troops +
Khorne Berzerkers [10 PL, 182pts]: Icon of Wrath, 8x Khorne Berzerker, 8x Swap bolt pistol or chainsword for chainaxe
. Berzerker Champion: Chainsword, Power fist
Khorne Berzerkers [5 PL, 114pts]: Icon of Wrath, 4x Khorne Berzerker, 4x Swap bolt pistol or chainsword for chainaxe
. Berzerker Champion: Chainsword, Power fist
Khorne Berzerkers [5 PL, 114pts]: Icon of Wrath, 4x Khorne Berzerker, 4x Swap bolt pistol or chainsword for chainaxe
. Berzerker Champion: Chainsword, Power fist
+ Fast Attack +
Raptors [7 PL, 126pts]: Khorne, 2x Plasma gun, 4x Raptor
. Raptor Champion: Chainsword, Combi-plasma
Raptors [7 PL, 126pts]: Khorne, 2x Plasma gun, 4x Raptor
. Raptor Champion: Chainsword, Combi-plasma
+ Heavy Support +
Maulerfiend [9 PL, 161pts]: Lasher tendrils
+ Flyer +
Heldrake [10 PL, 215pts]: Baleflamer, Heldrake claws, Khorne
+ Dedicated Transport +
Chaos Rhino [4 PL, 83pts]: Combi-bolter, Combi-flamer, Khorne
Chaos Rhino [4 PL, 83pts]: Combi-bolter, Combi-flamer, Khorne
++ Super-Heavy Auxiliary Detachment (Chaos - Questor Traitoris) [23 PL, 585pts] ++
+ Lord of War +
Renegade Knight [23 PL, 585pts]: Heavy stubber, Stormspear Rocket Pod
. Avenger gatling cannon and heavy flamer: Heavy flamer
. Rapid-fire battle cannon and heavy stubber: Heavy stubber
++ Total: [95 PL, 2000pts] ++
Overall the idea is to split the army into two primary parts. One aggressive piece (the berserkers buffed up by the dark apostles in rhinos, maulerfiend), and one relatively stationary heavy support piece (the knight). The heldrake and raptors are simply high mobility flex units that can hit weak points in my opponents lines or objectives that my primary pieces aren't focused on. All C+C welcome. Thanks!
Edit: Per the suggestions below, changed the list up a bit. I still just love the maulerfiend/forgefiend model so I'll try to make it work.

I like your list quite a bit (it's Khorne, of course I'll like it) but I do have a few pointers:
1. The Khorne Champions get far more milege from a Power Fist and a chainsword rather than the twin Lightning claws, you get 6x S10 AP-3 Dd3 attacks from each champion and the -1A hurts less because of the DA re-roll.
2. Cultists are pretty rubbish this edition with the changes to cover, I'd scrap them and split one of the Khorne Bezerker units into two units of 5.
3. Don't think 2x Dark Apostles are neccessary but depends on how you're spreading out the Zerkers.
4. Without re-rolls to hit, I don't think the Forgefiend will do much, I personally think they're best with a Lord babysitting them. BS4+ that degrades really hurts this guys effectiveness.
5. You lack a lot of anti-armour in this list, I'd swap one of the Knight's arms for a rapid fore battle cannon so you have some more high strength ranged fire.
6. The Meltagun's 12" range means it isn't that effective when you first drop out of deep strike, I'd personally switch to plasma guns: they're cheaper, better against low toughness targets and almost as good against high toughness.
7. If you have the points left over, giving the raptors an Icon of Wrath so that they can charge in and lock down units after they deep strike would be quite effective.
Hope this helps! Also welcome to Dakka!

Thank you! Since I'm doing most of this blind its been tough to weigh things like melta vs plasma, etc. Can I ask what the benefit is of having two Melee weapons on the berserkers? As I understand, outside of the lightning claw pair you don't gain any additional attacks, correct? Following that, is one Melee + Pistol not better so they can still shoot when they're engaged?

You can make 1 extra attack with the chainsword. So regular Zerkers want a Chainaxe and a Chainsword so they get 2x S6 AP-1 attacks and 1x S5 attacks, the Champion then wants the PF and a chainsword for 3x S10 AP-3 and 1x S5 attacks. 5 man Zerker units become absolute beasts with 6x S10 AP-3 Dd3 attacks, 16x S6 AP-1 D1 attacks and 10x S5 AP- D1 attacks. The Chainaxe/chainsword combo is far more powerful than taking a boltpistol.

Got it. That makes a lot more sense.
Okay, so if I were to drop one DA, split the zerkers, that leaves me with one HQ choice I'll need that won't be going in a rhino. I really like the idea of the forgefiend, any advice on a Chaos Lord loadout that's good for the "babysitting" you mentioned? Or is one forgefiend just not gonna justify the "dedicated" HQ?

Well the truth is... We don't know if it's worth it yet.
The game is still pretty new so not everything has been tried, the Lord definitely bumps up it's effectiveness but is it worth it? In your list, I would say no but that is only because a Lord would be far more valuable dropping down with the Raptors and giving them re-rolls of a 1 for when they overcharge their plasma. If it weren't for the fact that the Raptors could really use a Lord, I'd say go for it.

I can't argue with that. Made some changes per your suggestions. I still just love the maulerfiend/forgefiend model so hopefully it works out. Thanks again for the help. Brand new to the hobby and really appreciate it.

If you have a few Forgefiends, Predators, etc. You could try a list in the future of nothing but ranged Daemon Engines supported by Abaddon and Kharn for re rolls and warpsmiths to repair them. Not sure how well it would work but if you like the models it's worth a try.
As for your current list, looks good! Let us know how it goes!

If you can,
Take 2 Avenging Gatling Cannons on that Knight.
They are far more consistent.
Against any toughness, 12 S6 shots with 2 dmg and -2 rend are more beneficial than (average) 7 shots from RFBC. (Assumed 2 damage average).
Now you could roll lucky... but that's a gamble.
If you like your vehicles, check the FW ones, they now have a chance to heal wounds on every kill. Not bad.

You're correct, except VS T7 models.

That's only in the fight phase.
