At the start of this new edition I was thinking it was a good time to start a new army. I made my choice, and Black Legion force it would become, with basic troops, terminators, elite marked Cult units, simply a lot. Then I started reading the Chaos Index. Mind you, I did this the moment the Index Chaos lay in my hands. By now I know the Codex Heretic Astartes is well on its way (with Death Guard to follow as a separate faction). I noticed something odd. As far as I can tell, there are a few options in the Index books, that were not available in the previous edition Codex.

A Chaos Space Marine squad could have one trooper replace his boltgun with a special weapon. If the squad numbered 10 or more, another CSM could exchange his boltgun for either a special weapon, or a heavy weapon. The current index allows the first trooper to exchange his boltgun for a special or heavy weapon as well, which could lead to a 10-strong CSM squad, toting 2 heavy weapons. This was not an option in 7th.
Likewise, in 8th a Khorne Berzerker unit can have the Berzerkers exchange a weapon for the chainaxe.Previously they could just take a chainaxe with no hint of replacing a weapon.
Long story shorter; a lot of options seem to have changed, opening new modeling options and weapon loadouts.

I know there isn't an answer in stone, as we simply have no real indications of how the new Codices will look, and be edited/laid out. But why do I have the feeling that the Codex will change some of these squad options, again, so that some newly modeled models can be pulled apart again, because of changing options mere weeks/a few months after the Indices have dropped?

Are the rules changing?
Yes, many units’ rules in their codexes will alter from those in the indexes. Sometimes this is to better represent the miniatures and the background, sometimes to balance the game, and sometimes to better fit with the army’s new special rules in the codex itself. In all cases, these will then supersede the rules for that datasheet in the index book.

This little snippet from the "Codexes: Your Questions Answered" on the Warhammer-Community seems to indicate something completely different.
That's why I was starting to wonder.
