If I use a Baneblade and move, when shooting my heavy weapons I subtract 1 to hit correct? There's nothing saying I negate this effect if I move correct?

The only thing TITANIC does passively is let you ignore tanglewires/tank traps. Everything else must be in the unit's own rules

With the exception bein the guard's mbt.

I think that is why usmcmidn finds it odd: the smaller tank suffers no move penalties on their main gun, but the superheavy suffers on all guns.

Even if the baneblade or other superheavy tanks had such a rule, it wouldn't be tied to the TITANIC keyword; it'd be a special ability on each vehicle's datasheet.

Not entirely true, there are some that are more than the target of a rule, such as Fly and Character. But for now, those are the exception.
