The lascannon HWS is pretty much giving your opponent a free first blood. Drop the lord commissars and the HWS then buy two regular Commissars, two Company Commanders, and fill in the balance with more conscripts (20 more if my math is right). Having Company Commanders ensures you can get a great deal of mobility out of your conscripts for objective capping with MMM, the ability to fall back and fire, and of course, FRFSRF. Can't really speak for the other stuff.
