Okay, this came up in the Targeting C'tan Powers thread. I'm starting a new threat for it, since it's off topic there.

"A Character can only be chosen as a target in the Shooting phase if they are the closest visible enemy unit to the model that is shooting. "

According to Charistoph, this applies to anything in the shooting phase that targets characters (not just shooting attacks).

Among other things, this means that IG Orders can never be issued to characters (because said characters will never be the closest enemy units).

Is he correct?

I would think (as pointed out in the other thread), that since that rule assumes it's a SHOOTING ATTACK (hence the phrase "model that is shooting") it doesn't apply to things that aren't shooting attacks. So issuing Orders would be dandy

This unit may issue one order per turn to the soldiers under their command at the start of their Shooting phase. Orders may only be issued to INFANTRY units within 6" of this unit that have the same <REGIMENT>keyword as this unit. To issue an order, pick a target unit and choose which order you wish to issue from the table below. A unit may only be affected by one order per turn"

Commands happen in the shooting phase, but they are not shooting attacks as they follow none of the steps of the shooting sequence. There's nothing in the voice of command rules that bears any relation to the shooting rules, bar they both happen to have the word 'target' in them. Nothing classifies orders as a 'ranged weapon' as required in step 1. If we're going to call orders a shooting attack, I'd like to know its ranged weapon profile!

That argument is simply stuck in the "we treat everything literally instead of asking what might be the intention" mode of 7th.
It's pretty clear what GW wants you to do. If they had intended for friendly Characters to not be a target for abilities, they'd have included such a qualification or FAQed it in.
