If I have an assault sqaud with jump packs, can they now move closer to a building and with no line of sight ie ( through the building) use there jump packs to charge them over the building?

In fluff terms sure they are jumping over the building.
In game terms the terrain is ignored and not there (when moving with key word fly) so as per the Faq you can charge models you can't see and since you fly you ignore the terrain so just move your models into 1" of the enemy (if you made the assault )
Things with out fly would have to pay to go up Then down a terrain feature as per the Faq. With fly you get to go how far you rolled with terrain being irrelevant.

on the other hand Nobz they decided it was in the best interest of ork society that they "Go Green" as such they specifically modified their warbikes to not make giant smoke, dust, grit, clouds. Instead they are all about driving with clean air, one might say their bikes Gak out rainbows.

No unit needs line of sight to charge anymore.

You can charge without line of sight
Regardless of whether you have Jump Packs
Especially relevant for Charging around Corners.
Remember that Overwatch obey all rules for shooting.
So it's more than possible to effectively deny opponent's Overwatch with this tactic.

I had the problem of getting warptalons into combat in 7th due to los, now I will be more reluctend to get my assault marine squads up and running.

Warp talons have the added benefit of not caring about over watch. Getting them in now is not terribly hard. Drop 9 away roll a 9 on the charge stick em in
