Question:

Ratling's special ability 'Find the best spot' says: Instead of the deploying normally, this unit may wait until all other units are deployed. They may then deploy anywhere in the battlefield as long as they are more than 18" away from an enemy unit.

Since this isn't techincally counts as coming in from reserve, does the unit count as having moved when using this ability?

No its the deployment.

Which I think makes ig lose the first turn regardless if they had less units. Funny.

on the other hand Nobz they decided it was in the best interest of ork society that they "Go Green" as such they specifically modified their warbikes to not make giant smoke, dust, grit, clouds. Instead they are all about driving with clean air, one might say their bikes Gak out rainbows.

Find the Best Spot uses the same words as Placement/Place and Set Up on the Battlefield like other optional deployment rules. It is a stretch to say it is not a deployment.
It is 'not' a normal deployment (which implies it is a type of deployment)

Since it IS a deployment per the English language, The IG player can have the opportunity to finish deploying first.

And as the other guy stated, IT happens 'before' the 1st battleround.
