There are many units that gain bonuses from advancing, sometimes without all the penalties. What if that unit only wants to move 1"? Can the unit declare it is advancing, move 1" and then still be considered to have "advanced"? I don't see anything in the BRB that states anything about a minimum movement to have "advanced", so I assume you can. Now, on an open board, you could just move half of your full move + advancing and then move back, to satisfy what may be the intent of the rule, but the RAW seems to favor advancing as little as you want.

Well, you can't do the "move around like a toy car" thing. The distance you move is the one that separates the point where you started at and the one where you finish.

But anyway, as long as you declare you advance and roll the die, the unit counts as having advanced for the turn.

Advance adds to your Move stat for the turn.
There's no requirement for most models to make a minimum move, so you can declare you will Advance, roll the dice, then just move 1" or not at all if you feel like it. It can be useful for something like a Wave Serpent that is harder to shoot at ifbit Advances, but you don't want to significantly redeploy it.

Advancing adds to your Move Characteristic. You can move equal to, or less than your Move Characteristic. So you could advance, but move only 1". Which would be stupid, but its possible.

Why would it be stupid? In the previous example, Wave Serpents can get a -1 to hit when they Advance. Let's say that I want to get that bonus, but I also want to keep the Wave Serpent in front of my Autarch so the Autarch can't be shot. I can advance 1" to receive the bonus, and still cover my character. Doesn't seem stupid to me.

Because you cannot charge or shoot, when you advance. Unless you have Assault Weapons, or special Rules which allow you to do so.
