I am sure this has been an issue in the past probably multiple times and wasn't sure if there was an official ruling or common consensus on the issue.

Say you are playing an ITC Game 2k points 2.5hrs.
Player A got first turn and Player B got second.

Time for 5/10/15 minutes has been called and it's only turn 4 about to go to 5. And so far it's taken am average if 15-20 minutes on the shortest turns for either player, not due to slow playing or anything like that.

Given these Player A would start Turn 5 but be able to finish it fully.
Player B would then be unable to have their Turn 5.

Shod the game
1: Keep going until time is called. In turn giving Player A an advantage of getting and extra turn.
2: End the game at Turn 4 given the knowledge both players couldn't finish or get through their turns.
3: Split the remaining time in half with strict, when time is called dice down and second players turn. Unless player B wanted to continue (say in combat they want to strike back).

Personally I believe 2/3 are best, since and Player A would then get the benefit of going first and going last in Scenario 1. I ask since this happened awhile back where s table was going turn occur next turn for myself and my opponent got to finish their phase, capture the objectives to win the game rather than me going next for bottom of turn 5 and finishing their army off to win. Ended up going from 1st place to no placement because of it.

No TO in their right mind would let a game end on the top of a turn. That is not a standard for any tournament ruleset especially not ITC

I don't know where you played at but you got screwed over that that tournament's TO/judge

In my experience as a (former) judge at a major event, the TO's shouldn't get involved with making the call to force another turn with 20 minutes or less left.

That's up to the players to decide. If its been 2 hours and your only on turn four and both players agree no slow play has been involved, my only action would be to support the player refusing to play another turn if the current situation in game makes sense.

It wouldn't be my official "call" but rather making sure they didn't get bullied/griefed into another turn.

Though almost like clockwork, the player refusing, even rightly so based on time, is usually the one who is going to end up winning the game in doing so.

Standing in the light, I see only darkness.
