In my experience as a (former) judge at a major event, the TO's shouldn't get involved with making the call to force another turn with 20 minutes or less left.
That's up to the players to decide. If its been 2 hours and your only on turn four and both players agree no slow play has been involved, my only action would be to support the player refusing to play another turn if the current situation in game makes sense.
It wouldn't be my official "call" but rather making sure they didn't get bullied/griefed into another turn.
Though almost like clockwork, the player refusing, even rightly so based on time, is usually the one who is going to end up winning the game in doing so.
