Andy Hoare said in that GW forum clarification thing that he intended the "bikes as troop squads" thing under Be Swift as the Wind to include scout bikes and attack bikes. The clarifications were totally unofficial. Is there any way to justify using attack bikes in troop slots? In friendly games no one will care, but how about when playing against people you don't know?

Well, Attack Bike Squadrons as Troops are out no matter what since you have to take at least 5 models to make them a Troops choice per the trait.
Scout Bike Squadrons. . .well, I am guessing that most players aren't even going to notice, let alone raise a fuss if you take them as a Troops choice (just my opinion, of course).

What about elite attack bikes? Seems the devs wanted to allow that based on that damnable unofficial FAQ but I see no other way to argue for taking them outside of FA.

Be swift as the wind says "May take Bike Squadrons..." Attack bikes and scouts bikes are listed in the codex as Attack Bike Squadrons and Scout Bike Squadrons. So I would say that is at least going to put you on equal ground with anyone who disputes. As yakface mentioned you are unable to meet the 5 model requirement for attack bikes as troops but you can definitely go as elites. 3 multimeltas that can turbo boost or move 12 and shoot and have tank hunters should frighten any tank heavy armies. If you are going against a skimmer heavy opponent you could take heavy bolters and still have a good chance of glancing/penetrating AV12 and below. With your maneuverability you will have a good shot at getting shots on rear armor. Nothing to sneeze at.

Not too bad. I was stuck on the idea of 1 troop HB attack bikes, some multimeltas and a close combat bike squad in elites, a tough character anbd three flying assault cannons.
