On the back of the Intercessors, on both sides of the pack, towards the bottom of the pack, there are things that look like they might be crossbelts which hold the pack on.

Not on the pack itself, but on the back of the armor.

Is that what they are? Or something else?

Additional armor mounting point?

The Gravis, and interceptor orbit armors are "built up" by adding bits to basic mark x; which is customizable. So that could be what it is.
