I have narrowed my choices to the following, Nids, Necrons, Thousand Sons, or Chaos Demons.

I will be playing casually among my friends at anywhere from 1000-2000 points, however I do have a budget atm, so I figured, I should aim at 1850 points top and work up, when I can.
So, my question to the community, as a returning player, who is back to square 1, what would be the best bang for my buck army? Roughly looking at 300USD.

I used to play Orks and Blood Angels during the vehicle spam meta days, and Deathwing when they were the bee's knees. So yes, I was a WAAC player, but I am just looking to get back into the game and not get stomped right off the back.

You have an objection to stripping down 2nd hand models?
Or, are you going for BNIB only?
Whatever you do, you'll need the rulebook and army book. At present, there are no codexes, and the indexes have everything listed for 8th. The Chaos book has 2 of those armies, I think. Check first.

I will take new or used. Never been someone to complain, I have built models for years.

So buying a 7thed book would be a NO right?

I'd go hang out in a shop one afternoon, see what models you like. Rule of cool, always. Demons - work in both AoS and 40K, can be a boon. Necrons are very strong, and bugs are back. Right now it's just a good time all around

8E rules are up (you saw the link), poke around and see what has changed. I don't think you can really pick a bad army these days, just go with what you like aesthetically/thematically.

Of the four you listed, only Thousand Sons lacks a Start Collecting! box, These sets are the best deals to start an army with, so as much I love KSons I'd probably remove them from the list if you're trying to fit a budget.

I haven't seen a Daemon army played locally, so I would suggest that as the way to go, just to be different.

I play tzeentch daemons and thousand sons and love them. However if you are on a budget necrons may be best. They are an elite army so unless you spam warriors the model count should be lower. Also on eBay there are lots of deals on them. They do have some cool models and if I was to start something new I would play them. I love the jet bikes and walker

Look for points-expensive minis like terminators and the like. A lot of units that you'd never use before are actually fairly decent. Terminators themselves just got a massive boost to viability through points cost reduction with the new SM book.

The people in the past who convinced themselves to do unspeakable things were no less human than you or I. They made their decisions; the only thing that prevents history from repeating itself is making different ones.
