Can you cast psych powers from open topped vehicles

Don't think of it as real life that the vehicle is open and you're free to do as you wish.

The only thing you can do from open topped is shoot

Yes. In your list entry, it will describe in which phases you can attack if you are using the Open Topped rule. For the Trukk, you can only attack in the shooting phase.

In the basic rules "Embarked units cannot normally do anything or be affected in any way whilst they are embarked."

That's stupid. You can shoot a machine gun from an open topped vehicle but you can't shoot smite off

Also, Auras are disabled while inside

So your Captain or something, can't even buff nearby allies despite "standing in the open (topped vehicle)"

The ONLY thing they can do is shoot.

There are a LOT of things that are "stupid" in this game, but it's an abstraction.

The rules don't give you permission to use powers from an open topped vehicle, so you can't.
