So currently for blast weapons, such as the battle cannon, if you shot it at a squad of hormagants, the best you could hope for was 6 dead gants. However, the idea I propose would be allowing blast weapon damage to spill over. So if I scored 4 shots, and say 2 of them hit and both wounded, then instead of 2 gants dying, 2d3 would die.
Would this make blast weapons too overpowered?

Just use your old blast templates. They should have never gotten rid of templates

Maybe large blasts, but Small blasts have been garbage for years.

So you randomize how many attack rolls you do
then check which those attack rolls hit
then those attack rolls each become d3 wounding rolls?
then check which of those attacks wound?
Feels insanely variable, a little confusing, and would require a lot of rolling.

Im gonna have to go with no, because using the current system, every weapon has its place. Prior to this system, its was pretty much a one weapon fits all, take the one with the highest str.
This way you have weapons like the battle cannon is there to take out hard targets. Going up against a horde? Take a punisher cannon.
I do agree the large blast and template never should have gone away, small blast was a massive problem that caused pretty much any small blast weapon to be useless.
IMO i think they should have just done away with scatter and the small template, but again, we can monday night quarter back all day. The spilling over of wounds would result in a lot of other problems. All in all, the answer is take the right weapon for the job, not a one size fits all weapon.

I'm just thinking of how bad shrapnel rips people apart. Blast template with strength as the primary difference should be it. Some weapons would be tank killers. Some explosive. One would be made for killing tanks with very high strength and so modifiers. Then anti personnel would be lower strength with blast template and slight or no armor save mod.
But I miss templates. Direct fire template could even use a flame shaped template. And indirect fire would be a circular template. Make whatever cool house rules work

Again this is exactly how 7th was, and it always resulted in a one weapon fits all. Case in point, lets say we have 2 weapons a cannon and a punisher like cannon Lets say the battle cannon is S8 ap -2 6 damage and the punisher cannon is S6 -1 1 damage.
assuming your model is hitting on 4+ you have a 50% change to hit with the cannon, and on T4 you are wounding on 2s Thats a 41% chance to inflict 6 saving throws at -2 rend.
Punisher hits on 4+s meaning only half your shots will hit, so 3, and only 3/6 of those will wound a T4 model so your chance of inflicitng a wound with the punisher cannon is 1/2(to hit) and 1/2(to wound) so aa 25% chance to wound a aT4 model per shot, that only inflicts 1 damage and -1 rend. AAgain this is assuming a 4+ and the Strength and toughness on the models. There would no no reason to ever take the punisher over the cannon.
The system was implemented for a reason.
