Shining spears give up first blood way to easy. I would think you would be going first most of the time unless playing ITC. Consider some Dark Reapers instead.

What's the plan with the Fraser if everything is in transports?

I'd go with the first list and swap the Shining Spears for:

4x Dark Reapers- Ex w/ ML (138)

and one unit of Wraithguard for a unit of:

9x Fire Dragons- Ex w/ H.Flamer (216)

Making these two changes, plus the 9 extra points you had in list one will put at exactly 2000 points.

The Farseer then can either set back with the Reapers or ride shotgun with the Dragons casting Guide and Doom, or Guide and Fortune making either unit that much more effective.

This will give you a little extra long range punch and give you a dedicated anti-armor unit.

Losing the Spirit Stones and Vectored Engines on the Wave Serpents in list two severely cuts into their survivability.

So list one was a pretty obvious choice for me. I'd just make the changes I suggested to fill in the gaps.
