Hey all, if I'm running a model like Magnus, Lord of Change, Wraith knight, etc... can i charge a unit that in a buildings second or third floor that I cannot get into base contact with? I play with friends and we have just been moving the larger model up to the ruin, but I'm wondering if there is an official ruling.

No.

"Distances are measured from the closest points of the bases".

The exception is for vehicles without bases, at which point you measure to the closest point on the hull.

As it stands now? No. Not even in a small ruin. So it's a good way to hide from big beasties, tanks etc.

Doesn't make a lot of actual sense, but that is how it's written.

I had fun with this during the BAO by parking wave serpents and fire prisms on top of buildings and ruins and avoid being over run by alpha strikes.

When you are charging, try to finish your charge so that your model's base is on the same level as its target. Then if it can't stand on its own, just move it back down using "wobbly model syndrome" and "remember" that is actually on the same level as its target. Now you have a rule justification for that awesome face off between Magnus and those Space Marines on the third floor.

Aren't some models forbidden from going above ground level in ruins though?

If the unit has Fly they can move into different levels of the ruins or buildings. Otherwise things like Monsters and Vehicles cannot. In this particular case Magnus is a Monster but has the Fly keyword so he COULD charge a unit on any floor as long as he makes the roll and has a place he can placed

I think it's more fun to play with large things attacking from reasonable reach. I mean units can be spread across multiple levels and maintain coherency right? That's usually <2" from head to base of the guy above and >4" from base to base. So a 3 story monster should be able to attack the guy that's physically touching it's arm if the arm isn't extended beyond the base. Basically treating these things like cylinders.

needs official clarification. A Trygon Prime skittering outside of a ruin should be able to tear a devastator squad out of it.

I know it's not raw, but we measure from the model for monster/vehicle assaults within reason. Ex: a tank can't squish someone an 2nd+ floor, but a deffdread or hive tyrant can certainly pull people through walls windows

Orkz is never beaten in battle. If we win, we win. If we did, we did fighting so it don't count. If we legz it, we just come back for annuver go, see?

Heresy! This sort of rational decision making is unacceptable. You should be interpreting rules precisely & to the letter without exception, while doing everything in your ability to find unintended flaws in the ruleset and manipulating these flaws so you can achieve total domination. Your notions of "fun" and "sportsmanship" disgust me, cretin.
