Subject: Salamanders - 7 Companies?

I have been playing (well, more like collecting, but that is a whole different story) Salamanders for quite a few years and I love them, especially their fluff. But one thing that never came to my mind that is actually quite strange is their number of companies.
In all Space Marine Codices, it has been said that Vulkan modeled the XVIII Legion into 7 big warrior clans, each representing one of the 7 big settlements on Nocturne. So far, so good. During the First Founding, no other successor chapters have been made but the Legion was remodeled into the Salamanders chapter and followed most of the Codex Astartes, with the exception that they were still organised into 7 companies, again each representing one of Nocturne's big permanent settlements.
Sooo, my problem is the following: The chapter does have 7 companies. But two of them are not said to reside in the big settlements: The first company resides on Prometheus within the chapter monastery while the seventh company, the scout company, mostly trains outside the walls of the settlements until they hunted down their personal salamander and are being promoted to a full-flegded battle brother. So there really are only 5 warrior clan thingies instead of 7, aren't there? Or am I missing something?

Organisations have changed since heresey etc.
The first is always up there on duty, they guard the fortress monestery , relics and chapters vital genre eeed etc.
The scouts are on training and will not be long in one place.
The other 5. There is nothing saying they draw from 7, 5 are the main garrison locations, the other two might have there members there too but less, and not is the company "home city"

One thing to note is that a standard chapter rarely has many companies stationed in their HQ at any given time. In 3d ed SM codex the Ultramarines organization is shown to have 6 companies off world, either persuing campaigns or training in off homeworld environments. I don't remmember where but I think I've read that a single company is always present for guard duty. One of the other companies where only present due to heavy losses so rest/replacments where being performed. If a "standard" chapter would commonly have 4 of 10 companies on their homeworld then I'd assume 5 of 7 isn't strange at all.
Edit: Ah, missed the point. I guess the 7 companies is more representative then actually being 5 battle companies since one or two should be reserve companies.

His pattern of returning alive after being declared dead occurred often enough during Cain's career that the Munitorum made a special ruling that Ciaphas Cain is to never be considered dead, despite evidence to the contrary. |

1 First and HQ company including Vulkan, and seach for primarch project.
1 Scout and training.
3 battle main line Company.
2 Reserves, likely nixed up assult and dev units.
That makes sense.
