As an ork player isn't always worth wasting a command point to seize the initiative?

I think it's definitely worth it with orks but I would ask even more broadly is it always worth a CP for any army?

You are not wasting it, you are betting a small asset for a huge reward. This goes for all, not just orks.

With more command points your stake in the bet is smaller.

Ultramarine Battalion with Guiliman as leader would definitely use a CP to reroll the seize, we have 9 CPs, and a 1/3 chance to regenerate The one just used. So why not

Unless we are in ITC type tournament and the opponent is having 6 Heldrakes. then I might want to go second or the opponent will be able to stop me grabing maelstrom points....

There are situations when you don't want to seize. For example when playing against assault style nids, then you want them to come at you so you can charge into their big screen of gaunts.

Exactly, or if you are playing against an opponent who is using relatively short ranged weapons.

I had a game where a space Marine player closed the gap to the tune of 6 inches because he wanted his Bolters in range to do damage on my mobz of boyz. So turn 1 he went forward 6 to make the gap 18inches, On my turn I went 5 + D6 on 3 units of 30 boyz (rolled well) and then charged him, all 3 units made the charge and the game was over by the end of turn 2.
