Maybe it's obvious and I'm missing what's just right in front of my eyes. Does the "crazed" rule for the helbrutes work when the helbrute has a wound on fight phase? Or does it work only on shooting phase and when the brute get a long range wound?

The rule explicitly says "At the end of any phase", and even gives you instructions on what to do if there are enemies within 1". So yes, it works in the fight phase, after all other fights have finished because it happens at the end of the phase.

Both.
When the Hellbrute Loses a wound, at the end of that phase Roll for crazed. (Movement / psychic / shooting / charge / assault / Moral)
No matter how many wounds you lose in a single phase, its only one Crazed roll. But you can in theory roll for crazed 4 times a turn if you get wounded in the psychic, shooting, charge and assault phases
