So, Alpha Legion get a stratagem (which, I believe is similar to raven guard, if not identical), that let's them secretly deploy a unit anywhere on the battlefield. My question is, can this be used more than once? It happens before the game, so there are no phases yet. What do you think?

My instinct is "No", but you're right in that this isn't a phase so technically could be a "Yes".

On one hand, it could be very powerful to infiltrate 4/5 units. However, you'd be dedicating lots of CP to it, which in turn makes it less powerful by denying you stratagems later on. So, I think it's fair to allow someone to do it to multiple units.
