Yes it does.

You can add on a cognis heavy stubber regardless of the main weapon. The neutron laser comes with a cognis heavy stubber as part of the option.

You can see it on the model too. If you look at the Neutron Laser, it has a stubber set under it. Then you've got the one on the top hatch.
