The Chaos Index lists accompanying a Burning chariot with 3 blue horrors as a war gear option. The effect this has is listed as -1 to enemy pskyer rolls within 9''.

But there's no point cost listed for it. Is it the usual price for blue horrors and in that case can these units attack / be targeted by attacks? It feels unusually worded for a war gear option and especially weird seeing there's no point cost associated with it.

This model may be accompanied by three Blue Horrors.

Irritating Chant: If a Burning Chariot is accompanied by Blue Horrors, your opponent must subtract 1 from
Psychic tests made for enemy units within 9" of any such models.

FAQ clarified that the Blue Horrors just become part of the model and don't count as separate or have their own stats.

It's weird, but since it says "three Blue Horrors" and not "Blue Horror crew" or something, I assume you would pay for the upgrade by simply paying the price of three Blue Horrors unless GW decides to say otherwise.

I would assume they are included in the price of the Chariot, as its points say "including wargear" and the Blue Horrors are wargear.

My only assumption is that they arent universally included because they used to be optional paid additions and some people, now actively punished for doing it, didnt add them to the chariot when building it.

That's correct. Since the Burning Chariot (of all flavours) are "including wargear" pointswise, the horrors are just an option, no points needed.

Totally agree they are free, though I was roundly mocked in another thread for posting so.

For me, the joy is in putting some good-looking models on the board and playing out a fantasy battle - not arguing over the poorly-made rules of some 3rd party who neither has any power over my play nor will be visiting me (and my opponent) to ensure we are "playing by the rules"

That is because, at least as far as I have noticed, people lack a good grasp of simple basic logic.
Countless arguments occur because people fail to read things logically, preferring to read things with a warped understanding of English, which might be because English isnt their first language.

But regarding the Horrors, what I dont get with it is why does it matter?

The Blue Horror 'figures' attached to the chariot should, themselves, be considered decorative at best. Yet the FAQ is deliberate in saying that the option represents the blue horrors being on the chariot.
