Haven't see the Codex for myself but I heard you couldn't do a deathguard army with the CSM codex (something about not allowing the Death Guard Keyword?), so I'm guessing Index for now. the DG codex is not that far off either. We've waited something like a decade and a half after the Books of Chaos, we can wait another week or two.

The general rule is you can use the more recent datasheet/price if you chose, but it isn't required. That's how gw is handling it for the SM snowflake chapters at least, presumably the same for CSM.

The codex plague marines get access to a wider variety of gear and some very nasty cc weapons. So you use their updated codex rules, and the death guard organization chart from the index which gives you access to the rest of their units.

Yeah but I heard that they flat out couldn't take the DG Legion Keyword, which means that the Plaguies would lose out on a lot of buffs from other choices that are still in the index but not the codex. Again it's only a few weeks off, not that long of a wait. EDIT: Note that I said "I heard". I still have yet to see the full codex so take what I say with a pinch of salt.

You are correct. Just like nothing in the codex space marines can have space wolves, dark angels or blood angels as its chapter.
However, if you have a unit or piece of equipment in the index for a sub faction that you take from the main SM index, such as say predators, you can use the updated datasheet and point values for the existing unit from the index. Even though predators codex: space marines absolutely can't have the blood angels chapter tag, you can totally use the predator datasheet and point values from codex:space marine for your blood angels predator. It's one if the laziest ways I've ever seen to avoid just tossing out a stop gap errata to change index prices to be in line with C: SM
The cult units (plague marines, rubrics, noise marines, and bezerkers) are odd because they have their own unique datasheet instead of referencing the main CSM entry for said unit. So you can make a case that you can't use the new datasheet because it wasn't taken from the main CSM section. However, this same logic implies the stand alone troop entries for noise marines and bezerkers can still be used, as they weren't officially updated either.
Honestly I think the former is what GW intended, but who knows?

Running deathguard at the moment would involve getting the Death Guard specific index from the starter box - until their actual codex is released shortly.
The entry in Codex: Chaos Space Marines would be for a normal legion who is running some Plague Marines on the side and not a dedicated Death Guard list.
In short? Wait a few weeks for your Death Guard codex.

It's probably going to release in September going by the little trailer that popped up a few days ago. We will likely find out more concrete info the last week of August, assuming no leaks happen.

I'd argue the datasheet isn't that much different - it's just a 'convenient' way for GW to put in Troop plague marines (because people can't understand the rule that states that Plague Marines with the Death Guard legion keyword become Troops).
Going by that rule you can still use that datasheet.
