If I buy something from FW, like sat the Blood Slaughterer, does it come with rules for it? Or do I have to buy the index ss well?

It's possible that it'll be changing for the new edition but to date FW models have not come with rules.

They do not.

"'players must agree how they are going to select their armies, and if any restrictions apply to the number and type of models they can use."

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

When people ask, "What's the point in understanding everything?" they've just disqualified themselves from using questions and should disappear in a puff of paradox. But they don't understand and just continue existing, which are also their only two strategies for life.

FW models generally have their rules inside the imperial armor books. The only exceptions have been models released without a book to support them. Those rules are usually in some kind of link on the web shop. But when a book DOES eventually come out with the latest rules the web shop link will no longer be valid.

These are my opinions. This is how I feel. Others may feel differently. This needs to be stated for some reason.

Ok thanks, and the latest book is the chaos index, correct?

Right now the four indexes are the only Forgeworld books with 8th edition rules.
