Let's say that I have a Raider locked in combat with some orks.

If a unit of Warriors gets out of the Raider, can they act normally or do they count as having fallen back?

They act normally. The unit inside the land raider wasn't locked in combat - the land raider was.

Some transports, generally open-topped ones, do have a penalty for their occupants if they stay inside the vehicle that falls back.

But seeing as how disembarking happens before movement, and therefore before falling back, there's no penalty for the passengers.

Do bear in mind you have to follow all the disembarkation rules and restrictions, and can't disembark if the vehicle is surrounded. But if there's room to deploy, there's no reason your dudes can't get out and act normally while the vehicle falls back.

You can even deploy behind the unit locked with your vehicle, if it satisfies within 3" of transport and you're not within 1" of said enemy unit. You're deploying, not moving through.
